An undercover DEA agent investigating the City's pigment trade. Orpheus Agents encountered him once when he was apparently attempting to broker a deal for custody of Tad Eccles. They later ran afoul of him again while attempting to abduct the mother of Darryl and Emmet Milton.
Archer's superiors at the DEA have referred to Archer's assignments as being part of something called "the Project." According to Phillip Nash, the DEA believes that Orpheus Group is behind the pigment trade and is looking to pin the blame for the Warehouse D Rave Poisoning on them.
Archer became disillusioned with his employers after the last confrontation with Orpheus Group. He went AWOL from the DEA and holed up in a cheap hotel, drowning himself in booze and self-recrimination. Orpheus Agents eventually managed to locate him and convinced him to join their fight.
Archer was assassinated, apparently as part of a coordinated assault on Orpheus Group, after investigating Orpheus Group's history and discovering something "extremely important." What it was he discovered, he never had a chance to say.
