Richard Boyle is a United States Senator, and head of a financial oversight committee that manages numerous "black box" clandestine projects, including PROJECT: SHADOWLANDS and PROJECT: BLACK MERCURY.
After the destruction of Orpheus Group, Boyle immediately shut off funding for Black Mercury. Several weeks later, Samuel Magabe attempted unsuccessfully to blackmail Boyle into resuming the program's funding.
Early in Boyle's political career, he had an extramarital affair that resulted in the woman's pregnancy. He immediately severed all relations with the woman, although he did set up an anonymous trust fund to provide for the child's care. This child suffered a near-death experience at a very young age, learned to project on his own, and was eventually hired by Orpheus Group under the name Holland Lane.
When Senator Boyle learned of this, he immediately made contact with the surviving members of Orpheus Group and offered to provide them with whatever resources they needed to repair the damage that Samuel Magabe's schemes had wrought.
